Are We Writing Meaningful Goals? Lessons from an analysis of IEP Goals from 1,103 IEPs

This session shares findings from an analysis of IEP goals from 1,103 IEPS and introduces field-tested tools to support high-quality, individualized goal writing. Attendees will learn to identify common goal-writing issues, use a structured rubric to evaluate goals and apply practical strategies to strengthen alignment, measurability, and instructional relevance. Participants will be able to: 1. Identify common weaknesses in IEP goal-writing practices based on a large-scale review of goals from four districts. 2. Use a structured goal quality rubric to evaluate the specificity, measurability, conditions, mastery criteria, functionality, generalization, context, and feasibility of IEP goals. 3. Apply a goal development template and sample revision tools to improve IEP goals through coaching, team discussions, or training. 4. Evaluate the ethical and practical use of generative AI tools to support goal writing, including how to maintain individualization, protect student privacy, and preserve professional judgment when integrating AI into IEP development workflows.
