Strengthening IEP Compliance and Quality: Validated Rubrics and Practical Tools for Educators

This session presents rubrics developed to assess the quality and compliance of core IEP components. We will review the rubric development process grounded in IDEA (2004) and research-based practices, share content validation results, and demonstrate how practitioners can apply rubrics to improve IEPs through self-evaluation, peer review, or AI collaboration.Participants will be able to: 1. Understand the IDEA rules, regulations, and research that informed rubric development as well as the content validation process used to refine rubrics for accuracy and usability. 2. Understand the IEP quality rubric structure, core domains and items, and evaluation steps, and how to use multiple methods (i.e., self-assessment, peer/colleague evaluation, intelligent collaboration with CoIEP evaluation agent) to implement each rubric to evaluate and improve IEP component compliance and quality. 3. Collaborate with CoIEP (AI system designed for IEP development and evaluation) to employ IEP quality rubrics in evaluating pre-drafted core IEP components (i.e., PLAAFP statement, annual goals, specially designed instruction, supplementary aids and services). Review evaluation results and targeted feedback, and engage in multi-turn conversations with CoIEP agent to implement recommendations and improve IEP components.
