Understanding the State’s Role: How SEAs Shape Gifted Education Policy and Practice

With no federal mandate for gifted education, states play a critical role in shaping identification, services, and accountability. This session explores how State Education Agencies support gifted programming through policy guidance, technical assistance, and monitoring, and how educators can engage with SEA structures to strengthen services for advanced learners.Participants will be able to: 1. Explain the unique role of State Education Agencies (SEAs) in gifted education, especially in the absence of a federal mandate, and how SEA responsibilities vary across states. 2. Recognize how SEA structures shape local implementation of identification procedures, service models, acceleration policies, and equity efforts for advanced learners. 3. Use knowledge of SEA roles to advocate strategically for improved gifted services, particularly in contexts where local decision-making is shaped by state-level guidance and regulations
