The Council for Exceptional Children (CEC), the largest international professional organisation dedicated to improving educational outcomes for children and youth with disabilities and gifts and talents, presents this reflection on the 50th anniversary of the Individuals with Disabilities Education Act (IDEA) in partnership with Goalbook. November 29, 2025 marked five decades since this landmark legislation—originally passed as the Education for All Handicapped Children Act—guaranteed every student with a disability the right to a Free and Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE). CEC played a significant role in developing the original legislation, and this resource examines how the field has evolved, what progress has been made, and what challenges remain. Goalbook, which provides research-based software for creating standards-aligned Individualized Education Programs (IEPs), reflects on how technology and evidence-based practices are helping educators more fully realise IDEA's promise of inclusive, high-quality education for all students.
