A Regional Model for Math Improvement: Leveraging the 23h Grant, High-Quality Instructional Materials, EdReports, and Collective Leadership Across Wayne

The 23h Improving Mathematics Teaching and Learning grant enabled Wayne County to launch an unprecedented, countywide K–5 mathematics initiative centered on high-quality instructional materials, rigorous curriculum review in partnership with EdReports, and a collaborative system of cross-district leadership. Wayne RESA partnered with 19 Districts including Ecorse Public Schools, Dearborn Heights districts, and Wayne-Westland Community Schools—representing the diversity of Wayne County—to engage in a unified, evidence-aligned adoption and implementation process. Each LEA contributed unique perspectives: large-system coherence and scale, small-district agility, multilingual learning environments, and community-driven change. This work was anchored by the Math COSA initiative, which brought district leaders together to support implementation, coaching structures, and shared problem-solving. Through this coordinated effort, educators across the county built capacity to navigate key instructional shifts toward deeper reasoning, conceptual understanding, and rich mathematical discourse. This session will feature insights and stories from these partner districts and will demonstrate a replicable regional model for math improvement grounded in HQIM, strong professional learning, and collaborative leadership.
